Norma Arroyo
Owner / Administrator
Norma is the Premier Home Healthcare Group administrator for Northern Colorado. As a leader she is responsible for the overall operational excellence, financial viability, and quality of care within a home healthcare agency. Norma’s goal is to ensure the delivery of exceptional, compassionate patient care while maintaining strict adherence to federal, state, and local healthcare regulations. She also serves as the primary liaison between staff, patients, families, and external stakeholders, including physicians and insurance agents, ensuring effective communication and community outreach.
Eiler Rubio
CEO / FOUNDER
Eiler is the CEO and Founder of Premier Home Health Care, established in 2016. With a deep commitment to compassionate service, Eiler leads the organization with a clear mission: to provide the highest quality of care for individuals and their families. Under his leadership, the company prioritizes personalized attention, clinical excellence, and trust in every home visit. He is now expanding the organization into Northern Colorado through Premier Home Healthcare Group.
Lizbet Rubio, MSN, ANP, NP-C
Director of Nursing (D.O.N)
Lizbet Rubio, MSN, RN, is Director of Nursing at Premier Home Healthcare Group. With over nine years of experience in home health, she provides expert care to pediatric and adult patients. Her clinical background includes cardiovascular, pulmonary, and infectious diseases. Lizbet leads initiatives to improve outcomes and patient satisfaction, and is passionate about educating families and supporting elderly care.

RN, LPN, PHYSICAL THERAPY, OCCUPATIONAL THERAPY, SPEECH THERAPY, CNA, AND MORE. Recovering from home after surgery, falls, or injuries can limit your daily activities. Whether you are recovering from major surgery, childbirth, or plastic surgery, our home health agency can assist you to a healthy and complete recovery.
Physical Disability Support
Arthritis, physical disabilities, and age-related conditions are some of the few circumstances that prevent patients from caring for themselves. Our CNAs can assist you with daily tasks such as mobility, eating, exercising, and grooming. Our home health agency is dedicated to our patient.
Care for Dementia Patients
Our experienced and highly trained staff provide the highest quality of care to both patients and their families. Our goal in our home health agency is to help individuals and their loved ones live happy and fulfilling lives.
